ACIS - Setting Aviation Security Standards

The Aviation Credential Interoperable Solution (ACIS) program is designed to be a standards based, interoperable aviation credential that utilizes biometrics for identification purposes. Under the current proposal, the ACIS card is intended to be used by United States commercial airports and employees of global airline operators that service United States based airports.

The program's goals are:

  • Positively identify authorized individuals who require access to secure areas of the nation's airport system.
  • Perpetual vetting which includes the ongoing monitoring of individuals in the airline workforce.
  • Ability to remotely and globally revoke a certificate.
  • Common platform for airport and airline workers so only one ID badge would be needed for a person that services several airports.

One of the ACIS operating principles calls for biographic and biometric data that would be collected by the airport and stored on the credential. However, TSA says the airport would still operate and maintain access control of the ACIS credential. TSA is in the very early stages of developing this program and is reaching out to industry to build a credential program that is interoperable using as much of the airports' existing infrastructure and systems already in place.
